So, the vote is tied 12-12 with 12 Senators for Ames and 12 Senators for Caswell.  (WillRW votes Caswell).

The VP, George Clinton @ebrk85 will cast the deciding vote.

VP Clinton thanks him for his support to become Party Leader and happily casts the tie-breaking vote in favor of Richard Carswell of NC

In a show of bipartisanship, two Senate committees will remain run by the Red Party- Economic & Judicial.  All committees have equal number of Red/Blue Senators.

Domestic Committee new Chairman is Francis Willis.

Foreign/Military Committee new Chairman is Anthony Wayne.

All other assignments remain the same.

Action to the Senate to vote on these nominees.

WillMod's Senators & WillRW Senators vote AYE.

Thomas Tudor Tucker will accept (16 years in the Admin track as of right now if rounded down) and I’ll vote aye with both factions.

Random Events, 1788-90

We're certainly glad David Bard @ebrk85 is representing us in committee. He could be posturing for a run for higher office. Maybe we should take advantage of this?  Bard gains +1 in the next DE election.  No Legis increase.

Is it just me or does Francis Malbone @Largo833 seem more like Jonathan Dayton during negotiations with the other factions?  Malbone gains Manipulative.

Mr. President, we even found a stockpile of weapons from 100 years ago.  Military prep drops to 4, just above Slightly Unprepared. @10centjimmy

Onto Random Deaths & Retirements!

Random Deaths and Retirements-

Thanks to @Lars who ran his script for me to save me 8,547 die rolls. There are a few big ones here!

Deaths-

Samuel Dexter from the LargoRW faction is dead at 67. Cause of death: Smallpox
Edmund Pendleton from the JimmyMod faction is dead at 67. Cause of death: Deadly accident
Samuel Adams from the EbrkLW faction is dead at 66. Cause of death: Plague
James Otis Jr from the LargoLW faction is dead at 63. Cause of death: Smallpox
William Cushing from the CalRedRW faction is dead at 56. Cause of death: Typhoid
Francis Marion from the WillRW faction is dead at 56. Cause of death: Smallpox
David Bard from the EbrkLib faction is dead at 44. Cause of death: Dysentery

Retirements-

Daniel of St. Thomas Jenifer from the LargoLW has retired. Reason: Family reasons
Lachlan McIntosh from the WillRW has retired. Reason: Allegedly pressured out
Artemas Ward from the JimmyMod has retired. Reason: Family reasons

If your pols are holding office and decide to retire, they will stay in until the next election, which will be 1790.

Sorry flag on the play. It's only one death per faction allowed so we've got too many total deaths in there. It's rolled from oldest first. So the oldest in each faction above will have died but the rest should live to see another day.

Actually, it's up to 3 can die/retire.  The rules state, "A faction can lose no more than 3 politicians due to random death/retirement."  So take the first 3 (oldest by age).

I believe the addendum here is that you get 1 death and 2 retirements. It says at the end of the paragragh.

Keep reading that paragraph

Up to two politicians from each faction will randomly retire (the president, VP, Speaker, Sen Maj Ldr, or party/faction leader will not

Up to One politician from each faction will immediately die. It is possible that no one dies or retires for a faction.

Well, then take the oldest one.  At this rate, we'll have a ton of pols...

I don't think that has been an issue in the other tests. We will also lose pols at the end of term for losing elections and things as well.

2.4.3 Scripted Events

Arctic Ocean Discovered- Scottish explorer Alexander Mackenzie fails to find a Northwest Passage from the Atlantic and to the Pacific, but he does find proof of the Arctic Ocean, albeit a frozen ocean.

Sailor Mutiny Aboard the HMS Bounty- The British Royal Navy faced embarrassment as word reached of a mutiny on the HMS Bounty.

The French Revolution- The French people have beheaded their king and our wartime friend, Louis XVI, and established a Republic. Now, they have declared war on Great Britain. The French are wishing for us to hold up to our alliance by joining in the war effort, since they had helped us out. However, economists and military experts say that our country is still too young to engage in such a risky, costly effort. Informed Americans are conflicted over this news, with those tied to banking and mercantile fields strongly desiring that we forgive and re-establish ties with Britain, while many support not only the French alliance but the new French Republic. Additionally, some Americans fear that France is trying to use us as a pawn in their great game against King George III.  @10centjimmy, President Washington, do you  A. Declare our neutrality, even if the French helped us gain our Independence.  Or B. Lafayette helped us, we must now aid the French in establishing a Republic. Ask Congress to Declare War on Great Britain. Immediate impacts- 25% chance - econ stab; 25% chance - rev/budget  (76/25, 94/25 so no immediate change in the meters).

Compromise of 1790- A backroom agreement has been made to settle the issue with assuming Rev War debts, but it needs to the support from the president to probably gain further support. The plan is that the assumption of debt will be accepted in exchange for moving the capital to the middle of the coast. A new city, or district rather, for the central government will be built on the Potomac. It will compose of land in southern Maryland near Georgetown and land in Northern Virginia near Arlington. Philadelphia will serve as temporary capital for 10 years before the move is made to the constructed capital. [Historically, Madison, Jefferson, and Hamilton were involved in this compromise].  @10centjimmy President Washington, do you A. Accept a compromise: Make DC the eventual capital, in exchange of passing Assumption of Rev War debt legislation or B. Refuse the compromise: Keep the current capital and the states keep the debt.
