Woodrow Wilson has controversial and manipulative. However all of the judges that can be swayed are voting in line with the ideology.

Final Decision

7-1 in favor of the draft. Drafts are constitutional. All military industrial factions gain 200 pts ( @Vols21 and @Ich_bin_Tyler)

2.7 - Foreign Affairs

The Sec of State suggests actions for each diplomat, if the suggestion is declined, then there’s a 50% chance the Sec of State resigns if either the Pres or Sec of State is “disharmonious.” If the president is “pliable” and the Sec of State has “manipulative,” then the president must accept the suggestion.

Wilson has pliable, but Lansing is not manipulative.

  • Increasing Relations: Success improves meter by 1 and failure decreases it by 1. 
  • Increase Trade Relations: You cannot have relations worse than neutral. Success allows you a 5-6 die roll of improving the revenue/budget, and failure leads to a 1-2 die roll of decreases revenue/budget.  
  • Extending Credit or Taking:  Relations must be neutral or better with the nation approached. See the spreadsheet for Loans and National Debt).
  • Provoke a Country with retaliatory tariff/embargo: Must be approved by Congress until the President is granted full tariff powers. Relations cannot be better than neutral. Decreases relations by 1 and 1-2 die roll chance of war. 

Because we've not entered WWI, no military phase

Is there anything in the game from preventing a "unity" government? I can't think of an instance where it happened. I know it's happened frequently in parliamentary democracies, especially in the world wars. For example could Wilson and TR run together if each side refuses to nominate someone for the President/VP position? I think the rules require a nomination of someone from your own party but I wasn't entirely sure.

The rules allow for you to choose a VP from the other party (ala 1864) in rare, specific circumstances.

There is a way to do it, but select circumstances
