So similar to ideology shifts, it depends on the trait of your faction leader. Those traits are in 2.1.6 under the paragraph that begins with fourthly. Faction and party leaders start with one chance for conversions, but efficient and Ironfist get 2 and 3, respectively. There are also percentage increases based on other traits.
