Yeah, they passed it because Jefferson and Burr, the intended VP, tied in the Electoral College, and the Federalists nearly gave it to Burr. Added fun fact: Georgia submitted its vote incorrectly. If Georgia's votes didn't count, Jefferson and Burr would have missed a majority by one vote. The House would've elected a president from Jefferson, Burr, Adams, Charles Cotesworth Pinckney, and John Jay (who received one vote).
