The following states are under populated (<20): AR DC DE ID IN IA KS MS MO MT NE NV NH NM ND OK SC SD TN UT VT WV WY The following states are overpopulated (>40) CA IL MA NY TX and can move to any underpopulated state: A politician from the target state’s region has a 50% chance of successfully moving. A politician from outside the target region has a 25% chance of successfully moving.
