Governor Marlon gives a somewhat muted opposition to the bill in a letter to Senator Allison. Saying he admires the Senator's attempt to strive for fairness in benefiting both regions of the country, along with a Capital in the Upper South. However, Marlon disagrees with the principle that other states should be assuming each other's debt. Marlon will ultimately defer to the consensus of his political handlers that advise him on every issue.

It's also the state capital of Pennsylvania, which would exert influence over the Federal government should it reside permanently in your state.

No, sir.  The capital needs to be in a position where a great government, and a great city, can be built upon it.

Dobb explains that, as Mr. Earl knows, the issues of national financing, debt, and where to lay the national capital trouble the national mind, and that much benefit could be had in a Kentucky and Virginia who were aligned on these issues, in favor of no national debt assumption, no national bank, and a capital built on the banks of the might Potomac River.

The Governor requests that Mr. Earl ensure allies of these principles are elected to the critical roles of Governor and United States Senators by the Kentucky Legislature, naming several of the Governor's influential allies in the District who would fit the bill. If the District Legislature can secure these names, the Governor will draft a Resolution of Support to be ratified by the Virginia General Assembly and sent to Congress for the partition of the new state.

Of course, the Governor will also expect his colleagues in Kentucky to be brothers and sisters with Virginia in commerce, allaying any concern that a bid for Kentucky statehood is nothing but a ploy to run to the arms of Spain down the Mississippi. Mr. Earl is a patriot, as are most Kentuckians, they must ensure that rabble-rousing Spaniard-sympathizers like General Wilkinson do not take power in this prospective 15th state.

Dear Henry,

You are an honorable man and friend, but you must know that Virginians are loathe to pay the debts of New York speculators and Boston fishlords. The House of Delegates erupted in furious debate regarding your tenure in the Senate these past three days as they discuss the Residency Act, as it has been termed. I have been and continue to be active in your defense, drawing attention to the magnificent proposal of a new federal city on the banks of the Potomac. This, no doubt, is a great national compromise and shall be remembered as such. But our legislators, many of whom are planters themselves, cannot be expected in good conscience to federalize their wealth to pick up the tab of Northern money-movers and the physical location of a national capitol can only move the heart of man so much when his purse is threatened. 

Admittedly, there is grave pressure on my office to publically oppose this legislation and encourage our representatives in the House, even your seatmate in the Senate, to give their official opposition. I cannot countenance this debt scheme, but even more, I cannot countenance it taking down an honorable man and patriot. We must come to happy resolution in Virginia before she can propose such legislation to the Congress.

Please, Senator, come to Richmond, I fear this Residency Act, whatever its fate, has endangered yours.

Action: Governor Marlon via executive order will declare a capture or kill bounty on all known Cherokee Indian leaders and male adults in the State of South Carolina. Another initiative to hopefully rile up populace, especially the “Mountain Men” who live in the wilderness. Any man that collects his reward can choose between a cash sum or a plot of land as the South Carolina Militia continues to venture further up the state.

ACTION:

Despite growing pains in the national legislature, Governor Hawkins could not spend all his time yelling away in New York City. He would take his leave and return back to the state legislature, where he had some plans of his own that needed enacting. Hawkins would propose to the New York legislature plans for the development of settlements along the Hudson river. Kingston, Poughkeepsie, Hudson, and Albany would all see significant developments to their ports and city centers, being treated almost as coastal cities by the state government. As these developments succeed and these settlements improve, so would the reputation and influence of New York State alongside it. New York City was already the nation's leading port, and being able to transport goods up the Hudson quickly and efficiently would make the state key towards the development of the nation's north.

Can we get a GA ruling here?

Several things, like Sec of State, War, Treasury weren't really created until later on in the 1789 session of Congress yet they are filled with players already.

Can we just say the 1st 10 amendments have been approved as well or do you want to reset the players who are secretaries since they wouldn't exist yet?

ACTION: Senator Lincoln will under no circumstances encumber the South with the debts of the North. Rather, he will propose a counter-bill to the Residence Act, titled the "Real Residence Act," naming it such as it includes only a proposal for a select committee to choose the location of a Federal capital located in Maryland, Virginia, or North Carolina, unsullied by the ridiculous suggestion that states are not responsible for their own debts.

I took a nap due to my cold and am eating dinner, but addressing some concerns:  The existing cabinet I'm having representing carrying over the confederation cabinet ala AMPU, though it's not the most historically accurate thing, but it meant War, State, Tres were here, it was for convenience sake.  I think i saw someone else ask why the bill of rights are being proposed if they are already part of the constitution.  They actually aren't already part, they were part of this congress (and would have been an event later, but you can do so now), so that's valid.

Still, you've revealed your true colours as an enemy of liberty and democracy for all, an enemy of accountability of Government, an enemy of the rule of law, an enemy of opposition to ALL abuses, atrocities, and crimes of state by ANY Government, an enemy of you Republic, Constitution, nation, and the principles it was founded, and - yes - an EXTREMIST because of this, I will now treat you as what you have unveiled yourself, here to be, in debate, and I enjoin everyone else on this country who has any sense of reason, ethics, justice, and moral fibre, to do the same. President Gold sullies the office he holds as he makes it clear that he is nothing more than a partisan hack wearing the clothes of a respectable politician. This country was founded upon a precious balance between Individual Liberties, States Rights, and Federal Power, something that the so-called-President seems to have forgotten. This shows why it is deathly important that men dedicated to liberty band together in defense of our fragile republic, lest we allow our revolution to fall to despotism.

You have just outed yourself as the unhinged extremist trying, in vain, to do it to me - because ONLY an unhinged extremist would possibly support the ideals you've admitted to -- and all the monstrous consequences that come of it - as being not only acceptable, but right...
