After the next Presidential election, whoever happens to be liberal party leader (currently @Pringles) will have the option to either cash it out (deleting it in exchange for +1 Liberal public support) or letting it ride. If they leave it in place, players with at least one liberal statesman can invest 2 IP to promote it to the next level. It can be promoted a maximum of two times. If it reaches it's max level, it will automatically generate +2 Liberal Public Support after each of the next two elections, and then +1 Liberal Public Support after the third election, until it finally fades away.
